Architect Shyjie Mei L. Padilla Attends PSRTI Training on CBMS for Local Planning and SDG Progress Monitoring
PROSPERIDAD, AGUSAN DEL SUR – In line with the Municipality of Prosperidad’s commitment to strengthening evidence-based governance and enhancing local development planning, Architect Shyjie Mei L. Padilla of the Municipal Planning and Development Services Office (MPDSO) is participating in the “Advancing CBMS Skills for Local Planning and SDG Progress Monitoring” training conducted by the Philippine Statistical Research and Training Institute (PSRTI).
The training officially commenced on July 28, 2026, bringing together local government officials, planners, CBMS coordinators, monitoring and evaluation officers, statisticians, and development practitioners from various local government units across the country.
This training is designed to deepen participants’ understanding of the Community-Based Monitoring System (CBMS) and its critical role in supporting local development planning and monitoring the achievement of the Sustainable Development Goals (SDGs). As one of the government’s primary tools for generating reliable and community-level data, CBMS enables local government units to identify the socio-economic conditions of households and communities, allowing them to develop responsive, data-driven policies and programs.
Throughout the course, participants will explore practical approaches to integrating CBMS data into local planning processes. Discussions focus on maximizing locally generated information to guide the preparation of comprehensive development plans, prioritize interventions, monitor development indicators, and evaluate the effectiveness of government programs. The training also emphasizes the importance of aligning local development priorities with national goals and the SDGs through accurate and evidence-based decision-making.
Among the major topics covered in the training are the foundations and principles of the Community-Based Monitoring System, the scope and purpose of CBMS, key socio-economic indicators used in local governance, and the relevance of these indicators in identifying community needs and development gaps. Participants are likewise introduced to various data analysis techniques that support policy formulation, project development, and the preparation of strategic action plans tailored to the unique circumstances of their respective local government units.
As the Municipal Planning and Development Services Office continues to update and strengthen the municipality’s planning and development initiatives, the participation of Architect Shyjie Mei L. Padilla in this capacity-building activity demonstrates the office’s dedication to improving technical competencies and enhancing the utilization of CBMS data.
The knowledge and skills gained from the training are expected to contribute significantly to the formulation of more responsive development plans, efficient resource allocation, and effective monitoring of local development outcomes.
Moreover, the training supports the municipality’s continuing efforts to institutionalize data-driven governance by ensuring that planning and decision-making are anchored on accurate, timely, and reliable information. This approach not only strengthens transparency and accountability but also enables the local government to deliver programs and services that effectively address the needs of the people of Prosperidad.
The Municipal Planning and Development Services Office remains steadfast in its commitment to professional development and continuous learning. Through active participation in specialized trainings such as this, MPDSO reinforces its mission of promoting sustainable, inclusive, and resilient local development while advancing the municipality’s vision of providing quality public service through informed and evidence-based governance.
