DICT Caraga Leads E-Governance Act (RA No. 12254) IRR and ISSP Caravan; LGU Prosperidad Joins Digital Transformation Push
The DICT Caraga Regional Office intensified its drive toward a digitally transformed government as it led the E-Governance Act (RA No. 12254) and Its Implementing Rules and Regulations (IRR) and Information Systems Strategic Plan (ISSP) Caravan held on on July 28–29, 2026 at Pavilion at the Watergate, Butuan City.
The caravan was graced by Assistant Secretary for E-Government Maria Victoria Castro and her team, and brought together over 100 IT leads and planning officers from Local Government Units (LGUs), Government-Owned and Controlled Corporations (GOCCs), and State Universities and Colleges (SUCs) across Region XIII.
More than a simple orientation on the E-Governance Act’s IRR, the caravan served as an intensive, hands-on workshop where participants were onboarded on how to craft and refine their respective agencies’ ISSPs using the newly institutionalized national template designed for 2028 onwards.

The Municipality of Prosperidad’s participation underscores its continued commitment to strengthening digital governance and aligning local ICT planning with national digital transformation objectives.
