MPDSO Conducts PFAR 2026 Workshop to Strengthen Transparency and Progress Monitoring
The Local Government Unit successfully conducted the Physical and Financial Accomplishment Report (PFAR) Workshop for Calendar Year 2026 in line with its commitment to promote transparency, strengthen accountability, and ensure effective monitoring of municipal progress. The activity was organized to ensure the timely, accurate, and consistent preparation of accomplishment reports across all municipal offices.
The workshop aimed to provide clear and harmonized instructions on the proper encoding, documentation, and consolidation of physical and financial accomplishments. By standardizing the understanding of office encoders and focal persons, the municipality seeks to improve the quality, reliability, and comparability of PFAR submissions for CY 2026, which will further strengthen evidence-based planning, monitoring, and decision-making at the municipal level. A total of 36 focal persons from different offices participated in the workshop, ensuring that all municipal offices are aligned with the new reporting system and procedures.
The activity was joined by Municipal Administrator Richel B. Tumulak, RMT, who expressed support to the initiative and emphasized the importance of effective and transparent reporting systems in public service. Arch. Charlene L. Bahalla thoroughly discussed the rationale of the PFAR and reiterated its significance as an important tool in tracking accomplishments and evaluating government performance. Engr. Michel Rema B. Tumulak then explained the new PFAR system and provided guidance on the updated reporting process for CY 2026.
To reinforce learning and ensure readiness, a simulation activity was conducted wherein participants were given scenarios to practice the proper encoding process based on the new guidelines. This hands-on exercise strengthened the participants’ understanding and equipped them with practical experience in preparing accurate PFAR reports. The conduct of this workshop reflects the municipality’s strong commitment to track progress more effectively and uphold transparency in governance, ensuring that accomplishments and financial utilization are properly recorded, consolidated, and reported for public accountability.
