MUTLAS Monthly Conference Highlights Digital Innovations in Local Governance

PROSPERIDAD, Agusan del Sur, July 28, 2026 – The Municipal Treasurer’s League of Agusan del Sur (MUTLAS, Inc.) successfully conducted its Monthly Conference, featuring insightful presentations that showcased innovative digital initiatives aimed at enhancing public service delivery, improving transparency, and strengthening local government operations.

One of the highlights of the conference was the presentation on the “Innovation of the Department Information Officers (DIOs) and Its Effect on the Official Website of the Municipality of Prosperidad,” delivered by ETHEL ZELJEE KAY M. LIM, Population Program Officer II and Department Information Officer (DIO)-Designate.

In her presentation, Ms. Lim emphasized the vital role of Department Information Officers in ensuring the timely dissemination of accurate and relevant information through the Municipality’s official website. She discussed how the DIO initiative has improved coordination among municipal offices, enhanced public access to government programs, projects, activities, and services, and strengthened transparency and accountability through consistent digital communication. The presentation also underscored the importance of embracing innovation and technology in building a more informed and engaged community.

Another significant presentation was delivered by ROBERTO S. SABUERO, MPA, Municipal Treasurer of Prosperidad, who introduced the Municipality’s Online Payment System for Real Property Taxes and the Integrated Business One Stop Shop (iBOSS).

Mr. Sabuero highlighted how these digital innovations simplify transactions for taxpayers and business owners by providing faster, more convenient, and more accessible government services. The Online Payment System for Real Property Taxes enables property owners to settle their tax obligations electronically, reducing the need for physical visits to government offices. Meanwhile, the Integrated Business One Stop Shop (iBOSS) streamlines the business permitting and licensing process by bringing together key offices involved in business registration and renewal, significantly improving efficiency and enhancing the overall experience of entrepreneurs.

The presentations generated meaningful discussions among the municipal treasurers and participants, who recognized the importance of digital transformation in modernizing local government operations and delivering responsive public services.
