Prosperidad Pushes Strategic Growth in Three-Day CLUP Steps 5 and 6 Workshop

PROSPERIDAD, Agusan del Sur — The Municipality of Prosperidad took a significant step
toward a more strategic and sustainable future as it successfully conducted the Comprehensive Land Use Plan (CLUP) Steps 5 and 6 Workshop from November 26 to 28, 2025, at MADIGUN Hotel and Events, San Francisco, Agusan del Sur.

The three-day workshop, entitled “Shaping Prosperidad’s Future: CLUP Steps 5 and 6
Workshop on Goals, Development Thrusts and Spatial Strategies,” was spearheaded by the
Municipal Planning and Development Services Office (MPDSO). It was facilitated by resource person Engr. John Cris C. Malupa, EnP, RMP, who guided participants through the
formulation of goals, development thrusts, strategies, and spatial plans anchored on data-driven and inclusive planning.

The activity was officially welcomed by Hon. Albin D. Magdamit, Sangguniang Bayan
Member and Chairman on Housing and Land Management, in behalf of our municipal mayor
Hon. Frederick Mark P. Mellana and our municipal vice mayor Hon. Jesusimo L. Ronquillo, who emphasized the importance of participatory planning and inter-agency collaboration in shaping Prosperidad’s long-term growth and development.

Participants included municipal department heads, representatives from Civil Society
Organizations such as GAWAD Kalinga Community Development Foundation,
Inc. and Dependable Agriculture Cooperative (DAC), as well as partner institutions
including Agusan del Sur Electric Cooperative (ASELCO) and Prosperidad Water District.
Also in attendance were representatives from national government agencies—DEPED, PNP,
BFP, DAR, DTI, and DILG—along with partners from the Provincial Local Government Unit,
particularly the Provincial Engineering Office and Provincial Planning and Development
Office. The academe was represented by Philippine Normal University, further strengthening
the multi-sectoral approach of the workshop.

Day 1: Setting the Direction
The workshop opened with a comprehensive primer delivered by Engr. Ludelio S. Paray,
Municipal Planning and Development Coordinator, who walked participants through the 12-step CLUP development process and highlighted the municipality’s planning timeline. This was followed by a recapitulation of the previous CLUP Step 4 Workshop, where data gathered from various offices were analyzed and presented by the MPDSO team. These analyses served as the foundation for the current workshop, particularly in crafting informed and responsive goals and objectives.

The afternoon session marked the formal introduction of the resource speaker, immediately
followed by sectoral workshops focusing on defining development goals and objectives aligned with Prosperidad’s vision.

Day 2: Defining Thrusts and Strategies
The second day centered on the generation and evaluation of strategic development thrusts and the formulation of corresponding development strategies. Through collaborative discussions and workshops, participants assessed proposed thrusts to ensure they were realistic, sustainable, and responsive to the municipality’s needs. The day concluded with a socials dinner, providing a relaxed setting for participants to unwind, strengthen partnerships, and foster camaraderie.

Day 3: Crafting the Structural Plan
The final day focused on the most technical component—the preparation of the structural or spatial plan. Participants worked together to identify future development directions based on developmental nodes within the municipality, translating goals and strategies into spatial realities. The workshop concluded with the awarding of prizes and certificates, recognizing active participation and outstanding performance during team activities and icebreakers.

The MPDSO also outlined the next steps in the CLUP process, with further activities and
announcements to be scheduled in the coming months. As Prosperidad advances toward
completing its Comprehensive Land Use Plan, the successful conduct of CLUP Steps 5 and 6
underscores the municipality’s commitment to inclusive, evidence-based, and forward-looking development planning—laying the groundwork for a resilient and progressive Prosperidad.
